3G and 2G switch off - How it could impact your lifts

We now have a number of mobile service ‘generations’ in the UK. 2G, 3G, 4G and 5G, In order to free up the airwaves for the faster and more reliable 4G and 5G networks, the service providers are switching off the 3G and 2G networks.

There are a number of mobile network providers in the UK, and each have a different schedule for switching off the 2G and 3G networks

3G will actually be switched off first. In fact the majority, at the time of writing this blog post, have already switched off their 3G network

Vodafone – Completed switch off by early 2024

EE – Completed switch off by early 2024

Three – Completed switch off by end 2024

O2 – Will complete switch off by end 2025

You may use another company such as Tesco or Sky Mobile for data and to make calls via your mobile, but these are secondary sellers and all use the networks of Vodafone, EE, Three and O2.

There is no specific date as yet for the 2G switch off but this is expected around 2030.

How will this impact my lift?

In the UK, British Standard EN 81-28 specifies the requirement for remote alarm systems on passenger and goods lifts. It includes features like two-way communication to be available, 24/7, between the lift and a rescue service/service provider.

Some lifts use GSM (Global Systems for Mobile Communications) and SIM cards to create the connection for these two-way communications, via the 3G network. With the 3G network being retired, these communication devices, often referred to as ‘lift alarms’ or ‘autodiallers’ will no longer function. This means that passengers trapped in a lift will not be able to make an emergency call to the rescue services or service provider for rescue. It also means that lifts without such communication capabilities will no longer be compliant with British Standard Safety Standards

What can I do if my lift has a 3G Connection?

If you are using an older system which relies on the 3G network, you will need to upgrade to ensure any lift retains a functioning alarm system. If you are unsure, Otis or your service provider will be able to advise you.

Who is responsible for ensuring the lift alarm system is fully functional?

The lift owner is responsible for ensuring that a lift complies with safety standards and regulations, including the lift's emergency communication system. The lift owner may be the building owner, the building manager or the duty holder for the lift.
